Restart begins on Zemlya, a planet with millions of people living in the midst of a thriving Renaissance civilization. This comes as a surprise to the colonists sent from Earth to build a city there, as they were expecting to find a natural paradise. Fearful of taking any action that would harm the cultures on the planet below, the officers in command bicker over the best way to deal with the situation. But one of them has already stolen away from their arguments and landed in the city of Cartagena, the capital of a prosperous republic. His reckless adventures and scholastic eccentricities quickly set in motion a chain of events that force the two civilizations to confront one another on the surface of a world stretching away forever in vast jungles and deserts...
