The Frederick County Housing Element is a Comprehensive Plan amendment developed by the County’s Livable Frederick Planning and Design Office to address long-term housing supply, choice, and affordability. The plan evaluates projected housing needs, development capacity, housing types, affordability, and access to jobs and services, and recommends land use, zoning, regulatory, and policy changes to better accommodate a range of household needs. Adopted by the County Council in July 2026, the Housing Element provides the County’s strategic framework for expanding housing opportunities while guiding future growth and community development.
