In the future, around 2040, the United States’ government is split into two equal factions: the robot government and the human government. There are two presidents, one is human who caters to the human race and the other one is a robot who caters to the robot race, and they work together to run the country.
In the event that the United States has to encounter a 1 second threat, all powers are transferred to the robot delegates in the robot government. A 1 second threat is a term used to describe a hostile take over of the country by a foreign power, and from start to finish the United States can be attacked and defeated in less than 1 second.
When a 1 second threat is detected by Super AI, the entire Earth and everything in it freezes in a transitory statue state. This can be accomplished by speeding up the minds of all robots. They would be thinking and acting so fast that humans will appear like they are frozen in time.
All robot delegates will transport their minds into the virtual world for special sessions, whereby the time dilation is set to 30 years inside a virtual world is equivalent to 1 second in the real world. All it takes is 1 nanosecond to have a long discussion in Congress, 1 nanosecond for the robot military to devise a plan to deal with said 1 second threat, and 1 nanosecond to execute the plan.
