The Ghost Bird

It was the mid-20th century, and the government needed a covert method for reconnaissance from the Soviet Union, and so they created a beast...a monster from a man. Mutated and fused down to the very DNA with bird genes, growing feathers and a beak, and sprouting gigantic wings. This is how Talon, the first Ghost Bird came to be. He escaped the facility, and fled to Madagascar, where he very awkwardly inbred with another bird, creating the race known now as the bird men, whom have been living in fear of the humans ever since Talon died of an unknown attack soon after the race began flourishing.
