In 1974 the IRA bombed a pub in Birmingham and a pub in Guildford. In 1981 the IRA bombed Enniskillen. In all these cases the bombs were made and delivered leaving the security forces the problem of tracing the origin of the bombs and the bombers.
This was the result of the IRA's policy of terror.
The difficulty for the security services was finding the bomb factories and the explosives storage centres. The Conduit is set against this background.
