As a piece of management common sense, I have always advocated that the so-called understanding, comprehension, and speculation is a waste, and that simplicity, directness, and clarity are the ability and responsibility of managers. That is to say, too high management communication costs, and the resulting low implementation should be the responsibility of the manager rather than the implementer.
