
The Law of Unintended Consequences, tells the story of a people caught in the poverty trap. The government, with good intentions, has provided livelihood for many in this black community. With the deepening recession, however, the government is bankrupt and no longer able to provide this support. With assistance levels reduced or eliminated, there is widespread hunger, starvation, and disease. Gangs increasingly rob and steal food, attacking stores and warehouses throughout the city. A public outcry forces city officials to get tough. Corrupt police officers brutalize the citizens as well as the gangs. These conflicts with the police lead to riots. The police react even more brutally, but crime only increases. This leads to open warfare between the police and the neighborhood. Ultimately, some neighborhoods form their own militia to protect themselves against the police. This results in open warfare.
