The Manual contains up-to-date guidelines and procedures to minimize and/or dissuade the risk of being kidnapped or attacked. Experience has demonstrated that the most vulnerable time for any victim is the time that he or she spends moving or in transit from home to work, thus more emphasis has been given to the techniques related to moving and transporting.
