Population Control: The Best Movie Never Made

In the wake of the housing and stock market crash of 2009, California cedes from the nation and becomes a communist country with free housing and health care. As a result of these programs there is a population boom. To counteract the increase in population, the government starts the PRC Program which places a senior class onto Catalina Island and pits the students against one another in a death match, where there can only be one winner. The surviving class member receives a scholarship to the college of their choice.
