Naomi's two friends are now able to return back to Phoenix after being able to avert another hostile takeover of the city by local gang members. The gang leader Julio Juarez is only interested in getting absolute control over the city through the use of fear as a motivation for the people to fall in line with them. The people of the city themselves are now beginning to fight back and not let the gang members have any more control than they've already got.
