His second action is to create FIAT, a covert team consisting of seven hand-picked, highly motivated specialists with personal vendettas to settle against pushers. Led by Commander Rafe Denner, U.S. Naval Intelligence, Retired, their mission is to conduct open warfare on pushers, using any methods necessary.
