5-Tom Swift and His Cyclonic Eradicator

Number 5 in the new series. With global weather changes causing more and more violent storms, the National Oceanographic and Atmospheric Administration decides to move to a new base in Florida, but when Tom tries to help, he and the base are attacked by an old foe in a mysterious white submarine. And when Tom decides to build something to try to control hurricanes, he runs into two problems: the same enemy, and what the heck to actually build. Time is against him. Can he get around the old adage, "You can't do anything to change the weather?"
